Can I fix my graphics card?

So i was messing about with my palit gtx 650 ti's control menu (Thunder Master) and i noticed that it had a current clock meter. Thinking that was what i should be looking at i clicked on that and it showed me the current clock so i went to the overclock menu to add the same number of hz as the base clock (I'm stupid). Then when i clicked enter and apply changes the pc went to a blue screen, i then panicked, and pressed the reset button on my PC. When i restarted windows 7 was not functioning past the moving windows logo loadig screen. I then took out my graphics card thinking that windows would start and i could fix the clocking i had done without interference from the actual graphics card. Windows still wasnt functioning and i then plugged the graphics card back into the PC and turned it on. No video output was registering with my monitor which was strange because it was working a few minutes before hand. <!--break--> I had myself grounded and i have since put in a windows repair disc so i can type this into the forums. I am writing to ask would my graphics card's internals be cooked or is it another problem. I would appreciate any help or advice you have to offer.
