I think the point in buying the cooler running sapphire versions is espeacially if you want to overclock, so that extra cash would be forth it.
He has a budget, though. The Powercolor is already $10 over, but is noticeably more powerful.

yeah, I just saw it on newegg. It's 40 bucks over (according to his 220 limit down there). I would say it's still worth it. If he can save that up. If he doesn't want to overclock, he will be fine with that. But that cards scream for overclocking XD.
Msi or the Asus because they are not voltage locked.
