Campaign finance reform and net neutrality

Shouldn't campaign finance reform (i.e., doing away with Citizens United, and getting as much money out of politics as possible) be the primary focus of anybody who cares about net neutrality and digital civil liberties? I feel like this is the root of the problem, and these eleventh hour rallying causes to head off various proposals (i.e., CISPA, PIPA, eliminating net neutrality, etc) are akin to cutting off a single hydra head.
