Ok so I'm wanting to build a new pc with a $1000 budget (including windows). I would like to be able to play all the new titles at a good frame rate at least 60fps or more 1080p (I've always gamed on console so I want to see what the extra fps is like) and I would like to maybe get into using something to record gameplay to send to my friends. I'm just not sure if an i5 would be enough to do this or if I would need an i7. If I could get by with a cheaper cpu then I would have more left over for a better graphics card. any suggestions?

An i5 is almost always enough for gaming, only 4X and extremely large scale games will struggle on one.
I'm setting up a parts list, but do you prefer to have the potion to overclock?
I really don't know how to overclock, but I would like to learn. I don't need an ssd I already have a 250gb in my current one that I could take out as well.
If your use case is gaming, light video editing, and recording an i7 would best. An i5 would do the job but it would struggle keeping 60fps while a recording software is running.

The first link has an i5 build that would do well in 1080p and save you a bit of money to buy some games and other things such a peripherals if you don't already have them.

The second link has an AMD based build that goes a little over budget but it would do really well for your use case. If you would like an Intel based build it's going to be way over budget but it would give you more fps and more headroom for editing, gaming, and recording.

I'm actually going to say to go the other route and get a non-overclockable xeon. The performance it right there with an i7 4790 just with a lower turbo and no onboard video
