Building a system for a quiet medical environment

i have to build a pc for a sleep study, this will be right next to a sleeping person so you can imagine how quiet it must be our competitor's price is $3000 we will sell it from around $2000 - 2500 (not concerned)

how can we make this more silent and still keep up with the competitor and is there anything speical about 8800 gts for a $3000 build ?

Find a quieter GPU.  I heard these were pretty quiet and had good cooling:

And I have no idea how someone is charging 3k for a freaking gts 8800.  Its old as hell.

Also, if you get an SSD for caching or a boot drive, the HDD will have to work less, which means less of that "tick-tick" noise.
