Building a rig. new vs used suggestion please Cont

hi guys, newcomer here, so sorry if i missed something that should've been obvious to you guys.
i've been struck by a bit of a dillemma, on buying my rig

but first, the annoying part, i'm from indonesia, south east asia.
we use Rupiah (Rp), and USD$1 is roughly Rp13.200
setting aside some budget i allocated for a laptop, i plan to have a remaining budget of Rp 6mil ($455)


so here's my initial specs (no pcpartpicker for me ): )

of a total of Rp 5.890.000 or about $445 (without peripherals and case.)


but then it struck me. what if buy used parts?
a 'proper' fx-6300 usually sold with along with the mobo is only around Rp 1.800.000 before haggling

a bit over budget but, an i5-2500k, or if im lucky, an i7-2700k (for some unexplainable reason, these 2 procs have the same used price) with the right mobo costs about Rp 2.250.000 before haggling.

and then i could go for a used HD7970, and of course i need to buff up my PSU.


conclusion
if i buy new, i could get meh performance for my money
if i buy used and try my luck, i could be slightly overbudget but have much better performance.

so, do you think the risk it's worth it to find some used parts instead?


update, continued
first, thank you guys for the suggestion earlier.
but first this part.

an i7-2700k (for some unexplainable reason, these 2 procs have the same used price)

total derp. the price of an 2700k alone is the same as a 2500k WITH mobo. derp.

so i finally aquired this.


for less than a new i5-6400 alone :P and it's an asus board, relatively beefy one. i'd say i got lucky. (but 6 hours round trip to get it, and 70% of that time is stuck in a traffic jam)

so next up, GPU.

a used HD7970 costs about Rp 2.1 mil before haggling. but i found a used power color R9 380 4GB PCS+ for just a little bit more.
now i couldn't find anyone that compared these 2 graphics cards. at least not the 4GB version for the 380.

but from what i've found, the 7970 is just a little bit faster, but runs hotter. the the realistic power consumption is..... identical, so no problem there.
question is. which should i go for?


last question(s). you guys will have helped me a whole lot by now.
SSD and PSU. i'm not sure which one to go for

Adata SP550 120GB SATA III

the sandisk plus is the cheapest one here.
the adata seems to be the oldest model, but is it still valuable enough?
i've heard countless people saying the kingston are bulletproof
and would the priciest 750evo be a better choice in the long run?

since i'm out of budget after this. i'm not going to overclock anything just yet. staying with the stock cooler momentarily. until i can afford a decent one. (and an HDD)

Should hold out for the RX 480 470 if possible, you could get an APU and just run in the iGPU for a while if you're going new

Otherwise if you're going used then ya go for one of those intel parts

you'd only want to go AM3+ if you're getting an 8 core, and only if you need 8 threads on the super cheap

see, there's another dillemma.

i'm in a 3rd world nation, new products arrive late and will be really overpriced until roughly the year after.
the $200 RX 480 which should be out today for around Rp 2.640.000, is instead predicted to be around Rp 3.500.000 ($265) or more, and out in late july or early august, as it has always been.

i'm aware of the zen option. but again, the same story, late and overpriced when i gets here to the point i won't be able to afford them. as much as i'm excited about zen, i don't see myself buying it before 2018 comes.

everything sucks in a 3rd world..........

what games do you play?

Any of the A8 APUs are reasonable capable and usually low cost, you mostly just need to pick fast RAM for it, and the A10s generally aren't worth it unless the price difference is very minimal

The used options are strong contendors here, offering better overall performance CPU wise. If you can seriously get an i7-2700K for the same as an i5, that is still well and truly a modern system. That's without considering any overclock.

Perhaps focusing on GPU over CPU is a good idea, but with your limited options grabbing the fastest CPU you can afford used is not a terrible plan. It has the potential to still outlast any GPU you can currently afford.

I say take the risk.

If the market acts anything like it does here prices for older stuff will drop when the new stuff comes out so you might be better off waiting either way (though different markets act differently...).

games, i dunno anymore.

i used to play relatively heavy/intensive game of the day, when i bought my current laptop. over time, my laptop just couldn't keep up anymore, so i stopped playing super intensive games. with a new rig, a new possibility, i feel like i'm gonna try playing lots of different games (i have never played GTA 5 more than 5 mins so far)

i know the SSD is small, and no HDD. but i still have my laptop for file storing, temprarily. i'm planning to add an HDD in the coming months.

just make sure the hardware works and all that, but I'd stick by the APU if you just want a cheap decent gaming experience without the hassle of used, although the $100 GPU is an option and would be solid as well faster than the APU of course

also if the 360 is the same price as the 750ti they're fairly identical, but the nvidia card won't support a-sync under DX12

Absolutely. eBay is a simple choice it available. As a buyer you are protected exceptionally well in the case of broken or malfunctioning parts, even if the seller doesn't accept returns. However, anything marked "AS-IS For Parts" is pretty much your problem the moment you buy it.

Local listings can be fairly lucrative, just be sure you can test the hardware on site or have a signed return period. AKA get them to write their name on a piece of paper listing what the item is, what the price was, and what your return period is. (Honestly though that's rarely ever needed if you do test the item on site and it works.)

Refurbished from retailers can also be a good idea if that's an option. The retailer assumes responsibility for returns and such just like eBay, and you get some level of buyer protection.

Anyway, when looking at used parts such as CPUs, GPUs, and motherboards be sure to check that ports and slots work. This applies very heavily to motherboards; test different RAM slots, test the SATA ports, slot a card into the different PCI-E slots if you can, and definitely check that the USB and LAN are working to your liking. These aren't things you can really do with an online purchase until you get the parts, but that's what a return period is for.

@streetguru having an APU in my laptop right now. can't say that i'm happy with it. it's just personal preference over anything else. frankly, the cpu in AMD's current lineup is unsatisfactory to me. that's why zen is a real excitement for the future. but for now, i'll stick with old school intel i guess.

also, a new 750 Ti, barely have any price difference with a 7970 after haggling. so yeah, i'll bear the power demand

so about testing, how do i test? i mean what do i test it with? i don't have any components to test it with.

and most sellers here give 3day to - 1week personal guarantee. but i'm not sure if 3 days is enough time, some parts needs a real hunt.

if you can get a 7970 that wasn't used for mining on the cheap you'd be set for 1080p gaming

Try to get parts tested by the seller. A not so uncommon thing here is to have the seller show you the item in a working environment (I.E. plugged it, running windows) then pay once you have seen it working. If you can get that then you can be fairly confident that it will be fine for your use. Any testing done from there would be at home with any accompanying parts for the PC build.

Very similar. The Asus has two old school PCI slots and an additional controller for 1x eSATA and 1x SATA. It also has potentially two more usb ports (one more header) and it takes an 8-pin for the CPU instead of the 4-pin on the Gigabyte board. But thats about it, I think.

i'll guess i'll go with the gigabyte one then, since it doesn't seem to have any problems.

new.
i'm only buying the proc, mobo, and GPU used. the rest of the system is new.

plus it's a pretty horrible idea to buy a used PSU.

Budget SSD: Crucial BX200 240GB would be my suggestion.
Budget PSU: There is a lot of options and it just depends on what you can get. Seasonic and Bequiet are trustworthy brands in my opinion. My last Enermax PSU wasn't great and I have no idea about Super Flower.
