I currently have 3 homes, and I live in each for few months a year. I have 2 PC's now, but Id like to repurpose them, and build 1 PC that I can carry around. I want to pick top tier parts, so I can use it for a long time (5 years). Not a gamer.

The first issue is RAM. 2400mhz 11cas or 2133mhz 9 cas?
The second issue I have is the case. I am looking something tiny with integrated power supply (300W should be plenty enough). Since I have no GFX card, I'm looking for no more than mini-itx case thats not very tall (fan/ram are about 5cm in height). Basically, I'm looking for smallest possible case to hold my PC. Any ideas?
Issue 1: get 9 cas ram, the couple hundred megahertz isnt worth higher latency.
Issue 2: don't buy a case with an integrated power supply because most iPSU are junk. Although I can't say what case would be best since I have no experience with mini-itx...

Yeah, 2 types, because I was deciding between which one to go with.

any mini itx board with low profile ram and low profile cpu cooler . .
One of the small "Steam Boxes" should serve you well. They have a lot of power and punch and you can take them everywhere.

Jonsbo also makes a U1 which is even smaller and would fit your components. You can buy it from european web stores. Both the U1 and U2 use space very efficiently and have very good cooling properties given their size.
If you do prefer a mini ITX it may be a challenge to move the air you need to to get it cool. I'm not sure.
