Building a PC for my sister starting college for graphic design

My sister is going to school for a crafting/design course, and wants to build a computer to suit graphic design use. I think she already has a drawing tablet (will confirm). I know for something like this she doesn't need a massively beastly graphics card or processor, but I don't know a tonne about this kind of work either. I did opt for 16GB of RAM, the 4GB edition of the graphics card, and the 4K monitor, in response to the intended use of graphic design.
Any suggestions, especially price cuts, things that aren't necessary (maybe graphic design at the learning level doesn't need nearly 16GB of ram?), are extremely welcome.

Budget is $2000-3000, looking to stay closer to $2000 (CAD).
