The R9 280 will be quite a bit faster tan a 270(X). That is a good price as well.
but its 3GB, does that mean im limited to one or two monitors? how does that compare
The GB is for the amount of VRAM each card has. VRAM is useful for very high resolutions (4k) and when you have a lot of high quality textures (Like running a 2 or 4k texture pack in Skyrim).
4GB is really overkill especially on the lower end cards which have trouble even accessing all of it at once. 3GB will be plenty and it will be faster than a 270 even with less VRAM. Looking at the ports on the back of that card theoretically you could run 8 monitors.
R9 280 has a stronger GPU. Adding more VRAM will help in high resolutions, but 3GB is often plenty.
