Building a PC for a friend

So my friend finally decided to step into the light beyond the consoles and is ascending into master race statu-COUGH COUGH

Anyways, long story, my friend's brother vacuumed his PC to suck the dust instead of blowing it, and well, RIP PC. He has a new one now and gave parts to my friend. It was funny and scary (kind of like Scary Movie) too watching his clean a heatsink with water, his dad was pretty pissed.

So he gave my friend some parts, a fried motherboard, a PSU, a CPU, the Case, and RAM.

The motherboard is fried, but I have no idea on the status of the power supply, it looks almost like a prebuilt computer TBH, didn't look like a reputable brand so I don't think the PSU is good, I know the motherboard isn't.

I am not sure on the processor, whether it works or not and even if it does, it's a mere FX 4300, his brother upgraded to an FX 8350(?) and is holding off on Zen. We might just get a different CPU altogether, though it's undecided on which CPU, his budget probably won't allow for anything above an Core i5 and even an i5 will be a bit pricey for him.

We could go for Athlon X4 845 or an FX 8320E for $89. But this may bottleneck with a GPU we are going for and the Athlon X4 845 I had not have good experience with (doesn't work, stuck with an A4 5300B on the other build). Seems like my friend wants to go for the FX CPU more, especially his brother, since his brother does not like Intel for political reasons (COUGH FeministFrequency COUGH). But AMD doesn't have much good until Zen comes out, and god knows how AMD does a poor job at keeping things in stock even when they launch.
He got some GPU, which is an NVidia GPU, no idea what it is, looks like a half-height card, I assume it's a potato and we are going to swap it out, most likely with the RX 470, the GTX 1050 Ti and 1050 turned out to barely be better than the 950. Plus there is a RX 470 selling for $170 on Newegg, we might go for that.
He has DDR3 RAM, but we might have to replace with DDR4 depending on the Mobo
PSU is some brand who's name I forgot (It wasn't EVGA or Seasonic, it was some generic looking brand) and it was a 600W PSU. I don't want to take chances with that though since the Mobo did fry. This is undecided, got to pick CPU and GPU first, but I think the RX 470 is our route.

I am not sure what his budget is, but considering how much trouble he had getting a PS4 before (I think he makes more now), it was as much trouble as it was for me to get my PC and my CPU alone costed almost as much. Heh, I wonder how long it takes before my brother decides to play from consoles to PC...

Yeah, I am not sure if his RAM is working or not, I should have asked him for the RAM sticks so I can test it in my small build.

If he is wants Gears of War 4 there is a promo, free game with GTX video card.
If he stays of the forums he will never know about the bottleneck:)
If he wants to go to MC the 8320e has the advantage of 40 bucks off the combo. Anyplace else I would lean towards the 860........try it on your MB and sell him that.
The only reason I say this is cause even though I love AMD if I went through what you did I would be wanting intel....for life.
