Building a PC better than my laptop, cost?

Hi, i'm planning on building a PC for gaming so I can use my laptop exclusively for school and i'm wondering how much i'd have to spend.

my laptop specs:

OS: Windows 7 Home Premium

CPU: Intel Core i5 460M @ 2.53GHz

RAM: 4.00GB Dual-Channel DDR3 @ 532MHz

Motherboard: Dell Inc. 00CKNG (U2E1)

GPU: 1023MB NVIDIA GeForce GT 420M (Dell)

HDD: 465GB Seagate ST9500420AS (SATA) (I can go lower on my new comp cause of external drives)

You wouldn't have to spend much to get something better than that laptop. But how much better do you wanna go? It is easier to give a price that you'd be willing to pay and then building a system from there. 

What kind of games do you play and at what resolutions? Do you need an OS and/or peripherals?

If you need peripherals like the monitor and such, it may be similar in price.

Im looking at about 400-450$, I have a windows disc so theres no reason to worry about that. I want something that can at least run skyrim, medium settings at  above 720p at 30fps, of course the better settings the better. I have all my peripherals and I can plug it into my TV to game as it's easy to get my mouse and keyboard to my bed. I'm thinking of just something I can upgrade I can upgrade overtime to make even better. The last thing would be that I want something that can emulate some GC/Ps2 games decently.

budget PCs and emulation is my forte, I'll have you a build up in a jiffy

what makes intel better at emulation? I believe you and it's something I've heard before but what is it about their processors that make it better at emulation. Also how much better

because each core has a REAL dedicated 256 bit unit instead of 2 128 bit ones divided between 2 "cores" of a compute unit that AMD has setup, they can combine to form a 256bit one but its not as good and lacks certain instruction sets that makes intel better than it

also intels readwrite speeds of its memory controller are exponentionally higher than amd's not to mention the latency is horrid on AMD's, low read/write speeds on the L3 Cache/memory controller and high latency is exactly what you don't want on J(ust) I(n) T(ime) computations

let me be clear I'm not a fanboy of either, I just state the facts and suggest whats recommended, if emulation wasn't a part of this then I would recommend AMD because its cheaper

PC Builder is great but it doesnt really factor in Shipping and you usually can get a better deal if you stick with one retailer.

Also if you live near a Microcenter they have a i5-4670K for $179.99 or a i5-4570 for $159.99 instore pick up only (I buy all my CPUs from them I got my 3820 for 199.99) that would save you about $50 bucks you could keep or redirect into an SII series PSU or CM TX3 Cooler (not sure its fits case) or Case with more ventilation.

I did not add a CD Drive because it doesnt make much sense these days you can grab a flashdrive and compile the windows cd you have onto it for installing and save yourself $20 bucks. I would upgrade the PSU if you go the MicroCenter route to a 520W and see if they have an openbox cpu cooler (with all the parts CHECK!) so you can have enough power budgeting for a GPU purchase in the future. I used intel HD when I was playing FFXIV it performed really well with medium settings.
