Why do you choose a Xeon? aren't they mainly for servers and not at all for gaming?
Xeon E3-1231-V3 is totaly fine for gaming, its basicly the same chip as a locked i7 without the igpu.
The Xeon E3-1276-V3 is basicly identical to a 4790.
If you're going to be streaming at 720p at 60fps or 1080p at 30 fps then a 4790/4790k will do the job. If you plan on streaming at 1080p at 60fps I recommend going with a 6 core intel cpu.
I do intend on Streaming at 1080/60 with 0% lag from OBS causing my game to go down, And i'm also talking about the AAA games and what not, From indie and so forth. So it looks like i need a better CPU, Any suggestions for something more powerful?
A Xeon or the 5820K, not sure on the exact differences between the 2.
You think i should grab the 5820K or a better Xeon then for 1080p/60 streaming + in game?

Are all good choices for gaming + streaming.
With a 4790K you basicly have a igpu which you could also use for streaming, due Qsync, so you have 2 options with that chip.
But the quality of Qsync is ofc not that great as x264
