the best pc for the price must have mouse and keyboard included on the budget.

probably better to buy all in one and watch those parts for the next 3 weeks looking for sales. the 212 evo and i5 6500 both go on sale often, and you may be able to find a good psu on sale for less or ram.
electronics have the highest devaluation rate of anything. the 2670 was a 1500$+ cpu last year.

I wanted to do a xeon build but a 1231 V3 has too high a price to really justify its age and use.
I left out the gpu since there are new gpus coming out from amd in like the next few months which you can grab an older series gpu from amd at a cheaper price or get a new one.
I would wait for the next announcement from AMD. A 300$ RX 490 should be exactly right in a 700$ pc.
