Is this build just for gaming?
If so, you would be better served by something like Z97/Z170
Why do you want it to be X99?
What are your main goals with this system?
Geez. This is your opinion of a budget PC? Wow. Anyways maybe x99 isn't the best for you. Especially if all you do is game. Maybe Z97 would work better?

should not be a sentence.
that machine won't work optimally at all. cpu cooler, as good as those ones are, isn't up to scratch.
single stick of 8 isn't advisable as it's running in single channel mode not quad which is the reccomended.
Some x99 boards wont' even post with a single stick.
also the power supply is going to be taxxed hard. I can't reccomend anything less than a 550w gold psu for any x99 build.
for a grand you can do alot better.

The Asrock board does aswell by the way. ☺
yeah, my x99-ws does but it had issues on earlier bios versions.
evga had some problems too.
most of it was early adopter troubles.. but still important.
It isn't Bio Star. That's the most important thing.
... How much money, total, do you plan on sinking into this? Is this it?

Take your budget and spent 1/3 to 1/2 of the money on a graphic card and the rest on the system as long as it has at least 4G of ram.
Should be a good gaming PC for the budget.
What everyone here is trying to ask is, what is your budget and intention for the build. Games? Are you a youtuber or a twitch...er? Are you an engineer? Budget is one of those words that, at times, can be subjective. For some sub $900 (USD) is considered, for others sub $2000 is considered budget.
I would hazard to argue 8GB of RAM these days should be the minimum
