4670, 4770, 5750, 5770, 9600GT, GT250 take your pick they're all good enough. I like the 4670 due to its low power rec, and its really not that bad of a card for those games.

Try the GT240, those look to be great HTPC cards.

Personally, I would get a Radeon HD 4670 or a GeForce 9600 GT if it is only for HD videos and light gaming.

I got a 9600GSO with an HDMI for my HTPC, works really nicely.
