Can Noctua NH-C14 or Noctua NH-D14 compete with H100
if I overclock cpu to 4.5(Intel i5 3570K) or 5.0(AMD FX 8350)?

I would not recommend going to 5.0gHz on air cooling. Also, if you are air cooling, do not use the Noctua NH-D14. I went all out with my air cooling and got the Phanteks PH-TC14PE in black. When you have the stock 2 fans, it still out performs the Noctua. With 3, it will be even better. My i7 3770k @ 4.6gHz idles at 29 degrees C with my Phanteks. The H100 will not be as good as the Noctua or Phanteks. For pre-fab water cooling, you will want the Swiftech H220, that way to can add more radiators, reservoirs, pumps, waterblocks, etc. It only costs $20 more, as well. The pump on the H220 from Swiftech is 6 times as powerful as the pump on the H100i.
