BRICS Independent Internet

Has anyone heard of this?
In the wake of NSA spying and the like, it would seem the open market has devised a better option than the conventional internet. From the get go I can see that this network would be overburdened if many people started using it. 12.8 Terrabits, that's probably only good for half a dozen million users right? But I suppose the infrastructure would expand with consumer demand.

I wonder if Brazil, Russia, India, China and South Africa governments could be trusted any more than the NSA not to spy on their users?

I wouldn't trust Russia or China with control over internet at all.  Last year Russia was spearheading attempts at the UN to regulate the internet and I'd bet they'd want to do it with an alternate internet.
