Would it bootleneck the system if use 2 m.2 pcie ssd mot in raid on a Z370 motherboard

Why? What is the purpose? What do you do, that will require that kind of speed?

No reason major reason apart from they on sale and finally ready to order parts for new computer

Depends on how the slots are set up.
When both sockets are wired up through the chipset and both SSDs are higher end models, then you are going to have a bottleneck.
For Sata M.2 drives, there will not be any performance loss either way.

Well, if you have the money to waste go for it, but there will not be much of an improvement in everyday use.
But to answer your question - there will be many other things, that will “bottleneck” your system before even a single pci-e m.2 ssd becomes a bottleneck.

So one pci-e m.2 for OS then sata ssd for second drive

Depends on what you want to achieve.
For normal use, having just the pci-e drive will do.

No one for operating system then other for games

it doesnt need to be in raid just install the games on the other ssd

Damn, we have all misread that part…
For games some people argue (me included), that mechanical hard drive is still fine. So no. Pci-e ssd is not going to be a bottleneck.
