With most modern SSDs, it's hard to notice differences in boot times (we're talking 1-2 seconds). However it is the read speed which is related to boot times. For a fast windows experience such as opening programs, virus scans and searches it is better to have a faster 'Random read speed - 4K'
SSDs such as OCZ Vertex 4, Corsair Force/Neutron and Samsung 840/830 should all perform very close to eachother and are all good options.
