Better OC From Clean Power?

 I've been trying to get my 4770k stable beyond 4.4GHz. I have a sufficient power supply and a good MOBO. I've been playing around with many different settings but nothing seems to get it stable past 4.4GHz, at least not for any useful amount of time. I have a Tripp Lite UPS that displays the voltage from the outlet. The battery backup is rated at 600W, and the unit has surge protection, and noise filtering. With the new house that I'm in, the voltage is constantly fluctuating, like every second. On a good day it will vary anywhere from ~109-125V but I've seen it go from 95-135V every once in a while. 

  To sum it up, I'm wondering if having purchasing a voltage stabilizing unit could solve my problem. I'm aware of the silicon lottery, but I wanted to try one more solution before I just left my processor as is.

You could also get a 120V cap and limiter installed to help stabalize voltage for the entire house.

UPS and then your PSU is protecting you from changes like this. You don't have to worry a thing.

I can't tell how much influence the filtering has on my overclocks, but I am almost certain that our systems run more stable overall. The problem is I can't quantify the improvement because we never kept track of it. We use these with HF-filter and of course surge protection for all our systems and a Eaton UPS for the server.
