Best Value 1080p Monitor?

Fed up of using my 4 year old TV as a PC monitor. It's a 32" panel @ 1024x768 and 75Hz (the only good thing about it).

Looking to get a 1080p monitor but on a budget.

I'd want;

- A smaller monitor, 32" is just too large for my desk.

- 8-16ms response, enough for casual gaming.

-Low in-put lag, I've heard a few horror stories.

- Most of all, good value. I'm a paying student and money is tight!

Post up some suggestions/recommendations if you can!

I'm new to monitor language, so what does IPS mean/do? Sorry for being a noob :P

IPS = in plane switching. It's a panel type. It has the best colour reproduction and viewing angles of any panel type. 60Hz refresh rate, 5ms response. It's gonna be good enough for gaming. Some people prefer higher than 60Hz refresh rates, but IPS panels can be had at a reasonable price and lower quality, 120Hz TN panels are expensive. Good for FPS games, but expensive, nonetheless.
