why do you want to upgrade?
surely there isnt anything you cant run
but if you must, a second 6950
definately the gpu upgrade, will my cpu slow down a better setup like twin 7970's?
Also i like playing games with everything maxed out.
no, you cant really bottleneck a system with a CPU unless you have something like a core2quad or first gen phenom X3 or APU and run a cpu heavy game
also going to 2 7970s would be much of a big upgrade since theres only like a 20% difference between the 6950 and 7970, and its certainly not worth the money
sell the 6950 and buy a 7970 or unlock the 6950 to a 6970 and buy a fx 8350 it will give you 10-15% beter preformance

i originally built my system over a year ago before the fx cpu's came out, with the intention to upgrade to the 8170 when it came out, however it didnt and the 8150 was worse than the 1100T, i was very sad and dissapointed in amd. The 8350 is what the 8150 should have been. Hopefully the next fx that comes out improves another 10 to 15% and i will get that.

the 6950 wont unlock to 6970, so i was unlucky with that one
