I assume that windows 98 can run on modern hardware (so long as it has less that 1 GB of ram).

With a laptop power supply like this:
It would be absolutely tiny, so small you can vesa mount it to the back of a monitor.
I would think a VM would be better due to driver limitations on certain items. Win98 doesn't even require a whole lot of power to push those games. If you want something truly authentic you could find a laptop on ebay from the mid/late-90s and go from there. Would probably be cheaper and easier to find drivers for older components rather than trying to find driver that works on older OS with newer hardware.
Virtual Machine is definately the way to go here... you can get win98 for free some places on the internet (obligatory at your own risk, do ur own research, all that jazz) And load it up in VirtualBox:

I would use XP but i dont have an install disk for XP (just a factory install disk which came with my old xp PC).
if anyone knows where i can get a cheap (legal) copy of XP i would be more than happy.
I believe I saw xp on kinguin.net. I bought win8 and win10 there and no problems. IIRC You deal with individual sellers and you can buy insurance thru kinguin cheap. I think these are key only.
Technically a 3ds. Just go find a real ibm laptop and fill the ram and you're good. Even a pentium 4 laptop.

The problems with virtual environments is you have to mess with the drivers a bit as virtualbox and others really don't have 98 in mind. I tried a while ago and it was a mess.
Honestly the best bet would be to dig up an old pentium 3 or amd athlon machine and run it off it. That way you can hunt down a video card that will run the old games as well(be it a voodoo or something else).
