Would this build be the best build for $1500? http://pcpartpicker.com/p/3lK9c
EDIT;
I would consider this worth. You could switch out the SSD to a samsung 840 evo 120GB to fit the $1500 budget

You could also roll back to an I5 and get a 290x or 780 depending on how far you scaled back
Don't get a 4770K just for gaming, not worth it. Either a 4670K, some low end Xeon or the AMD 8320/50
I normally wouldn't recommend going with the 290x (unless you have a crazy high budget), because you an overclock the 290 to the same areas of the 290x, so it seems wasteful if you are on a budget.
Else I do agree. He might even be able to put a 780ti in that build.
could even consider xfire or SLI of a R9 260 or a pair of 680s but thats only if you like xfire and sli
If it doesn't affect the other components in the build, I don't see a reason why not doing it.
rolling back on the 4670k or the xeon 1230v3 might be reasonable enough, if you want to invest more into the GPU or some other accessories.
Ye, generally I don't recommend SLI or crossfire, because they can bring more pain than gain.
For computing it is an entire other story.
A 4770K would be a waste of money. If you're willing to spend that amount of money, you may as well use it to improve the graphics for a gaming rig.
depends on how you look at it.
He might see it as useful for other task then just gaming.
But as I stated in my previous comment; he might wanna invest in other components or accessories.
Stock AMD cooler.
