What is the best low budget GPU available for my Desktop config 3rd gen Intel i3-3220 with motherboard Asus H61M-CS.I would like to see my wallpapers and videos with eye popping visual experience.Thanku..
if it's in your budget grab either a GTX 750Ti or an ATI R7 260X
both can be had for around $100 - $150

find a 7850 or a 270/x they will destroy a 750ti in almost all games if your PSU can handle it. if not just go with the 750ti
760 and r9 280 are becoming a steal thede days.

A GPU isn't going going to improve the quality of videos and wallpaper, unless you are trying to up your resolution. But the iGPU on the 3220 should play 1080p video fine.
Yes the videos plays fine.But the wallpaper quality is not that gr8 as before.The iGPU in my previous AMD processor was Radeon 7480D which had eye popping wallpaper clarity with very nice detailing ad 3D effect.I've a 1080p resolution.
