Okay so I am looking to upgrade my GPU soon and looking at what to get, currently I am settled on an AMD R9 270X 4GB from sapphire, but I am unsure if there is a better card in my price bracket.
My current GPU is a XFX Radeon HD 6870 1GB

Don't get a 270X. Get a regular 270. They are the same the 270 is just clocked slower. You can easily OC it to 270X or higher speeds and it is much cheaper. You also don't need 4GB of VRAM. Especially on that card.
Look at the R9 280 too. They can be had for fairly cheap.
You could probably find a 7950 for ~£100 used or a 280X for ~£150 used.
Looking at Pcpartpicker, most of the good 280s are in the £160-170 range (although there are a couple around £150). Then there are a couple of 280x's that are in the £190s.
Unless you want to drop down to a 270, those are the only two cards I consider to be worth considering.
Well, assuming you mean you had a £150-200 budget. I'm not sure if you actually meant £150/$200 (although I haven't checked the conversion so I don't know). If your budget is just £150, I'd recommend stretching a few pounds to pick up a 280. It's a very good card imo.
I was looking at the 270x for the frame buffer only I want this card to last a good few years, but the budget can go all the way to £200 so some 280x are in I believe?
Only reason I want the card is for GTA 5 witcher 3 and other games, also I prefer AMD over nvidia because I have Linux on a second drive, my 8.1 is only used for gaming, and amd works better in Linux compared to nvidia
Adding to that I plan to upload some videos to YouTube nothing amazing but would prefer more grunt for faster render times, was thinking about x2 270x 4gb but xfire profiles don't always work

Sapphire is better than MSI with AMD vid Cards.
I've yet to see any 270 overclocked higher than my 270x DEVIL. But some other 270x yes.
Do NOT waste money on a 4gb 270x. It will NOT perform any better than the 2gb 270x. The 256 bit mem interface cannot utilize that much vram. 256 bit 4gb cards are a scam!
Your best price/performance is gonna be the Sapphire 280
