Best GPU for $200 or less?

Topic says it all :)

I'd probably say 270x off the top of my head... Though i haven't seen the current pricing for GPUs out there I'll edit this after a bit of research.

Just found this 380x for $210 (ik not under 200 but its a 380x)

been seeing the 280 and 280x around their recently due to sales.

agree you can also find them used for around 200

r9 380 is less than 200 on amazon right now

Ok, what is the best GPU for a PSU that is only 460w? And still $200 or less?

380 will not eat that much... 460W will be able to feed 380 with no problem what so ever. It should be able to also feed 380X, unless you have FX9590, that eats 300W by itself...
If somebody tells you GTX 960, laugh at him and get yourself 380X...
EDIT:

What are the rest of your specs? This will determine how much power can be allocated towards a GPU

Windows 7 64-bit
AMD A8-5500 APU 3.20 GHz
4 gb of ram

This is a computer I use when I am away from home. And the MSI R7770 that I have in it now is just not cutting it anymore.

A 380x would be pushing the limit there... you could do it but if you want to get the best performance (particularly going forward) I'd upgrade the PSU to something a little beefier in the near future.

Edit: Using @psycho_666's chart plus the 65W TDP of the a8 5500 gives you a total max consumption of 292W between those 2 components so you are within the limit. I would still recommend getting a beefier PSU in the future in order to better prepare yourself for upgrades.

32nm Trinity 65W
Actually, it will not...
The GPU itself won't eat more than 230W, the CPU will have it's GPU disabled, so it will consume even less, i give it 70W, that is 300, let's say 100W for RAM, HDDs, Fans, etc... That give us 400W total MAXIMUM consumption. And let's face it, 5500 will slow down 380X and will keep it way under 200W consumption...
EDIT: Ooops... To late...
EDIT2: 280/280X/7870 eats way more... I would not...

if you can find the 280 series, or even a 7970 those would be fine as well

Do you use it a lot? Your CPU doesn't draw too much power, so you could get a 380 just fine

but if you don't use it much get a used 7950/70 if you can find one that hopefully hasn't been used for coin mining.

Also depending on the games you play your CPU might be a bottleneck, you could always wait a bit longer for polaris which will be way more power efficient.

or wait for AM4 and just buy a new APU rig, DDR4 is going to help out their speed a ton

No I do not use this PC a lot. Only when I am house sitting. I installed Assassin's Creed IV Black Flag the other day and it did not run very well unless I turned the graphics settings to low or off on everything which sucked. I mean it was playable at the default settings but the frame rate was just so up and down.

Isn't that game just a really bad PC port though?

380 (X) 4GB most likely.
Sapphire will be a good choice.

I can vouch for the Sapphire NITRO R9 380 4G here. Picked one up last Friday and couldn't be happier with its performance!

I can't guarantee that it'll work, but it's worked for myself and another person. I bought a used MSI 280x for $166. It died. RMA'd it. Got a 390x since that's the GPU that replaced the tier that the 280x sat in.

AC4's port wasn't horrible, not in comparison to Unity anyway, the usual Nvidia Physx being all over the place with their performance but besides that it did a pretty good job

still rocking a 7970 Ghz edition in my brothers machine, seems to be all he needs for 1080p
