Get a full raza kit for $120 to $150. Cheapest I know of for a full kit unless you piece meal the build. This is more than you wanted to spend but it is a full kit. For under $100 I think you are stuck with closed loop systems but even the high end of those are $120ish.
h100 preforms crazy good when you overclock according to linus and that is 100 dollars
The H100 is a sweet performer indeed. Just make sure you have 2x 120mm fan mounts in your case..
There's no point in going water cooling this cheap. Just get a Phanteks cooler. It's cheaper and performs just as well, if not better, than an H100. If you want a real water cooling kit, then get a Rasa kit.
i have the phantom 410....is the rasa kit radiator too big for the case?
No, you should be able to fit a 240mm radiator at the top of the case. I would recommend this:

You might be able to fit a thicker radiator at the top, but a review I'm reading says the Phantom 410 only has room for a 30mm thick radiator. If you think you could fit a thicker radiator though, then this would be a good choice as well:
