For $60 you can get a lot better than a Hyper 212.

Most Noctua coolers are around $60-$70.

I bought an unopened Noctua Nh D14 for $60.  This was back when they were worth $80 but keep a lookout for sales.  What else you could do is get a cooler master hyper 212 evo or any other decent tower cooler and purchase a pair of static pressure fans like the corsair AF 120.  If you dislike the look air coolers, you can get a decent 120mm all in one liquid CPU cooler and push pull that bitch.
