What is my best bet for a cooler around $100. A H100i or Seidon 240, both ith 4 fans in push/pull or perhaps an air cooler?

The H100i is a solid option. Here's another option to consider.

It performs around the same as the H100i. I have heard some people say it performs better than the H100i. It's rather bulky, but it does cost less and generates less noise. It also comes in a variety of colors.
And you of course can never go wrong with the classic NH-D14...

the Phanteks one looks pretty solid. I came across it before, My only concern with it is if it would clear my RAM, I've got 4 sticks of G.Skill and my hyper 212 evo doesnt clear completly, one of the fans is pushed up by one of the sticks.
This is a little more expencive, 160ish. But well worth it to save for.

Yeah, you definitely want to make sure you can clear the RAM. If you're having trouble with the 212 Evo, I'm fairly certain the Phanteks will be problematic since it's much larger than the Evo.

It's an all in one water cooler. It's comparable to the Corsair unit, but it costs about $20 less (depending on where you buy from).
Swiftech h220, no hassle 240 rad, stick it with a push/pull configuration and done, you'll be really close to entry level ek or xspc liquid cooling.
If you are worried about ram clearence you could use a Prolimatech Megahalens or a Prolimatech Genesis.
Although AIO watercoolers are way more practical and don't bend your mobo or nearly touch your side panel. (:

h220 fans are limiting the performance, if you get 4 good high pressure fans like Corsair SP120 Performance Edition/Noctua f12 PWM/Bitfenix Spectre Pro PWM, or any of those sorts, you'll get an extra 5-8*C difference, especially push/pull.
If you really want to go crazy, you can always get some delta style fans. crazy pressure.
Youre going to need either a high end prefilled loop (Which I do not recommend) Or a low-mid range custom loop for 5GHz. You cant expect that on Air at all.
