I've been using the stock CPU cooler on a 3570K since purchase. Keen to do some overclocking below 4.8 GHz range. Looking for a moderate to high CPU cooler. Have been considering:

Cooler Master TPC 812
Arctic Cooling FRZER-I30-CO
Noctua NH-U9B SE2
Noctua NH-U12S
Xigmatek Dark Knight Night Hawk
Xigmatek Aegir CPU Cooler
Live in Australia and have a budget of roughly $50-80. Just wondering about what sort of temps to expect at idle and load from these coolers. Open to other suggestions.
That's an awesome fan but it's a bit out of my budget. Is Noctua one of the best companies for fans and would you know which temperatures to expect under load?
I'm not sure if it's available in your area yet, but I hear good things about the NZXT Havik 140. I think this is going to be my next CPU cooler. I'm probably going to give a buddy of mine my CM Hyper 212 Evo.
I don't have any experience with the Hyper 612, but it looks like a solid option. It looks like a beefier version of the Hyper 212, and my Hyper 212 performs great. I was able to get a 4.2 GHz overclock on my 3570k, and under full load (Prime95), the temps rarely exceeded 60C. This was with a voltage of 1.28v, using the ASRock Z75 mobo (not the best motherboard to overclock on).
Also, the Noctua NH-D14 would be an excellent option. Can't really say what temperatures you can expect. These things highly depend on numerous factors such as your environment, ambient temps, airflow in your case, your particular chip, motherboard, etc.
Out of these coolers listed, I'm quite sure you'll be able to get a stable 4.5GHz overclock.
Noctua NH-D14 is AWESOME. It's just soooo quiet and performs amazing. Just a shame about the fans aesthetic though. Fan mounting mechanism is really simple to fit.
The NZXT Havik 140 is also really good for cooling, but the fans mounting mechanism is really fidgety and annoying. You need 4 rubber mounts per unit, but they ship with 5, which is good as I broke one of them trying to get the bloody fans on. As for noise, I had a malfunctioning fan so I had to send it back, but the other one was dead-quiet. Another thing the Havik has going for it is that the fans don't look like balls...
The only reason I have the NH-D14 now is because when I sent back the cooler for warranty support, there was some sort of mishap and I think they lost it in transit somehow. Still got my refund though, so not really complaining.
As for temps with a 3570k, I got about a 2 degree difference between the two in favour of the NH-D14. Using a Phantom 410, so airflow is fairly moderate for a case. I got a dog of an overclocker though, unfortunately, so no matter what I do, 4.4GHz just goes crazy on the temps :/ ... and 4.3GHz is kinda toasty for me, so I've dialled back to a nice 4.2GHz
