The newer versions of the Sapphire 7950. The old ones were absolutely terrible, with a dead-space of air between the heatsinks on the VRM, causing massive overheating and limiting the OC potential severly. If you are lucky, you might be able to catch a 7970 on sale, for that price. Sapphire is good, MSi is good, as well. For air cooling, Asus is great, but really expensive. I would get the Sapphire; just stay away from XFX - terrible for OCing.

MSI GTX 660Ti Power Edition is a good card if you're looking for the CUDA. You can overclock it to be almost as fast as a 670 because of the triple overvolting on the Power Edition card. The 7950 overall is still faster, but it really depends on what game you're playing.
I have a Gigabyte Windforce 3X 7950, definitley one of the best 7950's and probably the best cooling solution ive seen on a 2 slot graphics card, plus they retail for around 290$ so theyre also on of the least expensive.
