I already have the be quiet! Pure Power 11 600W, and I’m looking to go from a 2080 SUPER to the RTX 4070
Will I be good? I assume I will need an adapter for the new power connector

GPU should come with an adapter if it needs it.(verify on the product features/specs)
A base 4070 will draw less power than a 2080Super. So PSU should be good unless you buy a new CPU that’s got a crazy power draw like an i9 14900k.
Should be just fine as long as the rest of the computer isn’t doing anything crazy.
bequiet! sell both a right angle and straight through 12VHPWR cable if you don’t want to deal with the clutter of an adapter
It’s not entirely clear what you’re asking. There’s a fair number of 8-pin 4070s, so the 6+2s the Pure Power 11 comes with may work, depending on choice of card. All the 4070 Supers I can think of offhand use 12V-2x6 though.
The 2080 Super, 4070, and 4070 Super all pull different baseline amounts of power, both with the usual AIC to AIC variation and with whatever overclocks or undervolts might be applied. So the build’s power and noise budgets need to be reevaluated.
If it’s a 12V-2x6 card, probably best to get be quiet!'s cable rather than an adapter. If it’s 12VHPWR, probably best to get a newer card. Since 12V-2x6’s still only 660 W absolute max there are reasonable choices of safety margin which exclude the 4070 Super.
You’re totally more than fine to use a 600W power supply with a 4070. I bet you could go up to a 4080 with a 600W power supply if you’re not using a very power hungry CPU.
If you’re in doubt check what the reviewers posted about total system power and with some accurate guesses on the CPU + platform power consumption you can be sure 100%.
