After installing a new processor ( i7 4790k ) and 2 new case fans, i booted up the computer which prompted me to ASUS bios. I used the EZ-Prompt mode ( or something like that ) and it overclocked my processor by 10% and RAM by 43%. After it restarts, nothing shows up on my monitor so i unplugged my pc and pushed the ram back into its slot, and surprisingly it starts up. Even though it starts up, my top fan doesnt spin, rather it wiggles a little bit and the blue leds are working AND my computer doesnt boot up all the way. it only boots up to after the windows logo, then i get stuck on a light blue colored screen with no writing. Halp pls
EDIT: i turned off the pc and blew on the top fan and turned on the computer and it started spinning again?
Double check the fan connections and make sure theyre seated properly on the pins and making solid contact. Is the PC actually POSTing? Are you getting any beep codes ?
Fans are seated correctly as the leds are working just fine. and what is posting? I dont hear ANY beeps once i start up
POST is the Power On Self Test a PC does when it boots up, if your machine successfully POSTs then that means its functioning correctly. Generally speaking even on a successful boot you'll get a beep that means everything went OK. If the machine fails to boot, and beeps multiple times, the different beeps mean different things as to why the machine failed to POST. Information on these codes can be found either in the manual for your motherboard, or on the website of the manufacturer.
Also, if your motherboard has a display for POST codes on it, it will show the different test numbers as it runs them, and if it fails on one you can look up the code it gets stuck on to figure out what the problem is.
Well when i start up my computer here is what i see.

As for the beeps, i never hear beeps when i boot up my computer. either its really feint or they just never beep for me.
You could try going into the BIOS and loading the optimized defaults, try booting ... And if that works go back into the BIOS to adjust whatever settings you might need one at a time until you find out which one is causing a problem.
I've already tried loading optimized default 2 or 3 times. Same problem
You said you just did a cpu install ? Make sure you're running the most recent BIOS version for your motherboard... Try reseating the CPU in its socket on a whim, you'd be amazed what types of strange problems can crop up from the cpu needing the smallest wiggle in its socket. Then move on to taking out the ram modules one at a time and trying to boot off of each stick individually.
IMO if it boots but fails to load the OS, it boils down to hard disk, memory, motherboard, or cpu. Being that you just changed out the cpu, I'd probably start there with a reseat and making sure my BIOS is totally up to date to support it.
