Backup software for windows, why is it so hard to find good ones or good recomendations?

So here is my situation

I came from a close call when one drive failed on me and almost lost all my important data (pictures, music, videos, etc.) then i moved to mac for a while and started using time machine, and well its not perfect but it gets the job done with no hassle you set it, tweak a few options and done you are set. The thing will backup automatically every so often based on what preference you may have and if you need to format, reinstall your os or w/e recovering from inside time machine is easy, the thing runs in the background with almost no performance hit to the system.

now forward a bit and im back to windows, now i made a similar topic and someone recommended just using file history (im running win10, getting 7 is not an option). i set it up and sure enough it started doing backups but at some point i needed to format, and reinstall windows, easy done. But when i try to recover some things from my file history in the new install the damn program doesnt even recognize the backups in the backup drive it is as if the backups are linked to a specific instance of windows installation and recovering things on a new windows, from an already existing backup is simply not allowed.

Now i come here looking for guidance from you guys
i need a program that lets me backup the folders i tell it to periodically or even every time a change is made to the folders, that is easy to set up, that doesnt use exotic or proprietary formats for its backup, that lets me restore specific folders or files as the need arises, or lets me restore ALL of the folders i told it to backup to a specific instance in time (ala time machine), that is not a resource hog on the system, and that doesnt break the bank i dont mind spending some money but im not dishing out crazy things like 100us or more.

is this too much to ask? or does a program even exist?

Easus is quite efficient and works ! for periodic, I tried different soft. (the one that came with Sans Digital hardware) and ended up being the timer myself.
I clone and make images of the systems; that is the only way I found that works well doing it AND MAINLY RECUPERATING THE SYSTEMS.
Windows 7 image backup is quite efficient and fast both ways, on HDD , a bit longer (actually a lot longer) on BluRay.
I could not find a small footprint and low resource and mainly not bothersome system. (of course that is me )
I have around 12 rigs to take care of (my babies)

I know what you mean about nice/easy backup software on OSX. I used to use Cloner which was dead simple and had more options/flexibility than Time Machine.

On Windows I just use .CMD files with xcopy commands in to dump all changed files to an external drive; it's crude but effective.

any thoughts on RollBack Rx?

You could buy Acronis True Image and be good. I've used it and does it's job really good.
