Audio Recording PC

Hey everyone, my friend is looking to build a audio recording PC without busting the bank.
I'd say he is looking to spend $750 or less on the build. He'd also like to make it Intel as well.
Anyone got any ideas?
Should he get a dedicated sound card? Onboard good enough these days to do it?

Tip 1: Don't rely on the motherboard's audio.
I used to stream on twitch for a while. It was fine. Couple of months ago I got new microphone and my motherboard mic in decided its not working anymore...
2. Just get decent audio dac and mic and use those to transfer through USB.
3. I don't think audio recording actually requires any processing power what so ever. Editing is another thing, but my couple hours audio files are transformed for about 10-15s... And i have a cheap ass PC from 3 years ago. It was cheap ass PC then. It is even worse now.

Well he is a spoken word/rapper.
I asked what programs he'd be using, and he said Adobe Premier, and Adobe Audition.
Not sure how any tracks he'd be recording as I have never watched him record before.
But I assume he makes the beat before he records. So I guess only two at a time, maybe three tops.

What hardware does he have now for sound equipment?

Any monitors? Mics? Mixer?

There's a whole range of possible setups so there's really a lot more info needed before I could recommend something.
