Athlon 5350 for 1080p/60fps Steam Streaming?

Hey Forum. I need some help and some recommendations.

Idea:
I'm trying to plan an HTPC rig. My idea is mainly to do Plex streaming and Steam In-Home streaming, at up to 1080p/60fps, but it may also be used as a presenter PC (for giving a basic presentation or demoing some non-intensive software, something like that).

Supposed CPU: Athlon 5350 - is this powerful enough? I'd probably do some bclk overclocking.

Supposed motherboard:
If so, I'm planning on using the ASRock AM1H-ITX motherboard because of its DC power in (so I could use a compatible laptop power brick), meaning I can use a smaller case without having to get a PicoPSU.

Supposed cooling: I have an AM3+ cooler from my old FX-6100. I'm wondering if I could somehow ghetto mount this and use it passively to have a total of zero moving parts?
However, I've read about the AM1H-ITX (when being used with DC-in) ending up with too hot VRMs, so I'm wondering if that should be a concern.

Supposed power: A laptop power brick from this list. If you could help me choose one that's available on Amazon UK, it'd be great.

RAM: I have 2 4GB sticks of Corsair Vengeance (full heatspreaders). My only concern is that they'll be too tall, but I have a feeling they'll be fine in the case I'm suggesting.

Storage?? I have a 64GB basic SanDisk SSD in my main rig (it's probably got some life left in it) and it'd be nice to give it it a good use and upgrade my main rig to something that's both fast and has enough storage for my main programs plus pagefile. I'm not going to be storing a particularly large amount of stuff on the HTPC, planning on streaming almost everything.

Even If you managed to jerry rig an AM3+ cooler onto the board, I don't think it would fit in the case.

Looking at the picture on their site, the intel stock cooler just about fits at 50mm height, and the AM3+ cooler is, from what I can find online, 5mm taller. Don't know if that would be a problem.

Also, standard Vengeance sticks are 52.5mm in height, so they might be getting in the way of the HDD bracket.

I meant just the heatsink block, without the fan, which seems to only be 45mm by my measurements. I have a good friend who could probably drill it for me to fit the mounting holes. Also, I'm not too worried about the heatsinks - I hear you can pry them off the DIMMs without too much trouble.

For the case, since I have Amazon Prime, I'd only be saving less than £2 on that case, but I'll take a look at the one you suggested. I do prefer the look of the one I chose and I think it'd be neat to have it as small as possible (just using the DC in) with a brick, which I for some reason prefer. I'd rather not have an ATX PSU there too.

Oh, in that case it'll probably all fit. If it's possible, I'd mount the fan from the cooler onto the side of the case so you get some airflow. Might help out with the VRMs getting hot to have some airflow.

In terms of power it should be ok. My main concern is the ghetto mounted CPU cooler. Ghetto mounting a part that is in charge of keeping your computer alive does not sound like a good idea.

For Steam streaming... what do you plan on using for the network? If I remeber correctly 1080p streaming requires uh... 8 mB/s? That might be an issue for some networks.

From my experience, YouTube's 1080p playback is around 2.2Mbps. Most online services will use higher than that. YouTube love compression.

I'm not sure super compression is not what you want for game streaming. Considering the detail you want out of a game all the compression artifacts may not be good. But that depends on the game too. Terraria and GTA need completely different amounts of data.

Network speed shouldn't be a problem with a modern router.

For the cooler, I might just stick with the AM1 stock cooler or I might go for the AM3+ heatsink, depending on how loud it's gonna be. it'll be fine...

I'll be using gigabit Ethernet, so that shouldn't be a worry. It's going to run through an Airport Extreme (shouldn't be a problem) and a couple of good TP-Link gigabit switches - so I should be able to throw as much bandwidth as the Ethernet controller (on the CPU? Board?) can handle.

I was thinking about that. I might end up getting some Noctua 40mm fans to run at a reduced speed off a header then splitter to do that.

Also, I'm wondering if I'd get any benefit from going with a PSU of higher wattage than 65w? I shouldn't be able to get more than 10 watts through USB (not that I plan on plugging many devices in), the APU's 25w, we can assume the RAM will use a few, motherboard will use some, fans let's assume 5...
