I have never ventured into do much power delivering tweaking in Bios over 30ish year . My old great current Rig is
ASUS 460m-a , intel 10700 NON K, 64 gigs ram, 3060 ti.
HW info I have noticed before and recently while doing 4k encode software vs GPU. see throttling due to VOLTAGE. Lately come to feel from reading Asus is one of those aggressive vendors with auto give’em all and get the benchmarks. Though my temps are good I do wonder if I could set the max voltages instead of Asus Auto might I get more consistent near 4.6 all core all the time while still have good temp. Outside of boot up dare I say the normal or amateur settings things are rather default at the moment. Attached is screen of HWinfo for what I assume is the info you can see for 24 hours while do daily task and also a Software Encode of 4k
I never ventured into tweaking as not knowing really what I am doing I might fry something , as most of what I read people obviously looking to overclock and using higher end and different brand mobos.
I am not looking to Overclock , as non k is limited anyway, but I am inquiring as to how to really understand what I am doing, if I should do anything , what should I do to maintain temps while maintaining highest GHZ when used without the constant up and down. I hope the screen shot help and if you have advice or need more info let me know.

Check if MCE (Multicore Enanchement) is enabled in BIOS and try to put all the boost settings to Intel spec. Switch that to Disabled and your CPU will follow Intel specs much more closely, not showing the power limit exceeded.
Looks like it is enabled because you’re all core boosting to 4.6GHz, meanwhile Techpowerup reports around 4.2GHz all core boost when doing FP stress tests. Those 400MHz come from Asus overriding some internal limits on the CPU.
Temps looks good, I guess performances are on point too. I wouldn’t do anything and just let it live.
I don’t know why I care after having the system for over 4 years now, but anyway. I first started with the Offest as GigaBuster said had temps drop 2 degree, then looking for MCE in the Bios as metalizeyourbrain mentioned and found I had at some time set the performance mode to Max Power Savings , turned it to Max Performance which changed many options from Auto other values include C state, sidestep etc, now and oddly I am at 83 under CPU Z stress but less max Volts and getting sustained 4576.9 GHZ all cores and only limit / error is IA: Max Turbo Limit.
