Asrock X399 Fatal1ty 2990WX 128gb Ram not posting A1,A2, B1, B2

I have the following hardware:
AsRock Fatal1ty X399 (3.80 Bios)
2990WX
128GB CMK128GX4M8Z2933C16
1200V 80+ gold Power supply
GTX1030 GPU (for testing only)

Will not post RAM in slots A1, A2, B1, and B2. only posts with C1, C2, D1, and D2 populated.

Tested all RAM and in the C1, C2, D1, and D2 slots and everything works.

Tried resetting BIOS, removed, removed the CMOS battery, and re-seated the CPU 3 times and I still can’t get the RAM to fully populate.

Any help would be greatly appreciated.

usually on ThreadRipper and Epyc, if known good RAM fails to post or causes RAM errors in specific slots, the CPU needs reseated. The LGA design on these is incredibly sensitive and even one of the heatshink screws being too tight or loose will cause pin connection issues.

Sometimes you have to not tighten all the way the first time, go in order then, in order 1more round tightened all the way, you are using the provided troq torx that prevents over tightening right

I purchased it working, I tested as well, disassembled and installed in a new case.

Never removed the CPU, just the cooler and replaced with a different one.

That being said, I also didn’t get the OEM screwdriver with it.

I have tried since then less torque in varying degrees and nothing, always posts with a “10” error code if only A2, and B2 are populated.

I have ordered a torque screw driver and will re-torque it to the 1.5 specified setting and let you know.

Purchased a nM torque screw driver, re-seated the CPU and torqued the retention clip screws to 1.6 nM. And still not showing A1,A2, B1, and B2 even though populated with QVL Ram.

Still boots into bios.

Tried a different PSU, same problem.

Updated to the latest BETA bios 4.01 in hopes it would fix things, nothing.

Any other ideas would be appreciated.
