ASRock motherboard issues with X3D CPUs

So there’s a lot of attention on “physical damage” to X3D CPUs from primarily ASRock motherboards. I wonder if Level1 has worked with ASRock or GN on these cases and whether their BIOS is to blame or AMD’s AGESA is to blame?
