Im going to build a new rig and i have been looking for a psu. so ive been over on Newegg trying to find one and im on a pretty tight budget between 50-80 bucks and i need a psu with at least 500 watts. and i have seen a lot of these rosewill psu's with a lot of watts and good feedback for like 40 bucks and i was just wondering if these things are all there cracked up to be? also should i be getting a 1 or 2 rail psu?

1 rail PSU's are better. Rosewill are good PSU's
To be fair, the whole 1 rail vs multiple rails isn't so easy you can just say one rail is better. It is definitely better from the point of view that you can clearly tell how much power it can handle, but that's about it. There are PSUs with true separate rails (which is rather rare) and then there are units that pretty much fake having multiple ones, it's just one big 12V generating circuit split into several rails with limits on power output to reduce stress, at the cost of total power. So in most cases having two 20A rails doesn't equal 40A, it will be less. If it's a good powersupply they will have written what the total power capacity is though.
But yeah - when looking for a new powersupply, don't let the amount of 12V rails affect your decision too much.
