APU Speed issue?

Just did my first build, it was a budget build so i put the AMD A6 5400K in and Asrock mobo with 8g of ram. Long story short the build went well all parts are showing up in system manager on windows 7.  3.6 processor and 8gb ram but when i turn on the untilites tuner it's saying the apu is running at 1400mhz(1.4ghz) ...When i went to download a few games on steam it said i didn't meet the system requirements and i may have issues but i have more than enough. I also notice when i have multiple programs going the utilties tuner says my processor is going up 3.6ghz and sits around 2.6ish alot of the time.... so when it's at 1.4ghz is that just  some sort of idle mode or something? I

Well for one what type of ram did you buy because 8gb means nothing if its like 1333mhz ram as for the clock speed there is powermanager application in the amd catylist.

so if you bought 1333mhz ram then your out of luck if its 1600mhz-1866mhz then you should not be having problems but also keep in mind its a low end apu and the 5800k is considered a low end processor.

Hope it helped!

Yea they will go into low power mode when you are just idling i wouldent worry about it unless your games are suffering or its not jumping up when gaming.

What game was giving the warning and does it actualy run?

The warning is probably because of the gfx card thats in the apus is pretty weak.
