At least? They should apologize for a LOT of other things..

The maps app will be improved over the course of iOS versions. It wasn't the most advanced and accurate as they claimed it to be over the other alternatives, but for a company that has had no experience with this sort of thing, it's not a bad start. They didn't invent it and should have stuck to Google maps for the consumer's sake, at least until they made their map more stable.
