I asked the warehouse about preorders and they basically said it gets confusing... so it was a soft "no". I did order about 300 more shirts and they will be in later this week. They did say we could take preorder new designs... which we are going to do.
I don't think so- you could set it as your hompage for the next week and watch it like a hawk until you get one.
