Anyone know of a VGA to HDMI converter that actually works with server BIOS output?

I have a “Cable-Matters” VGA to HDMI converter hooked up to an ancient Dell R710, it works great when booted into an OS…
but I cannot get any output for BIOS->GRUB->INITRAMFS->KERNEL. once the kernel is loaded it displays output as expected.

a normal VGA connection to a normal monitor works fine…

I initially thought it could be that the USB port was not powered prior to that point so I have tried an external power supply for the USB input on the converter, and also connecting the USB power input to a laptop in case some sort of USB initialization was needed, with no luck.

now I am suspecting some sort of minimum resolution limit on the internal “ADC part” of the converter

Any thoughts?

Might also be related to something similar in BIOS like this,
