Basically, but more nuanced than that. More along the lines of
“A lot of us are secretly unbelievably kinky, but you’ll never really know because none of us will ever admit it or talk about it openly because it would probably mentally kill us to do so.”
Those are pretty much the outliers, and most people will either ignore them altogether or look at it and for propriety’s sake go “oh, that’s horrible and disgusting, I would never do something like that!” whilst inwardly they’re going

Japan is the antithesis of ‘Say what you Mean and Mean what you Say’. On a general and cultural level, they’ll avoid conflict and confrontation even if it kills them. Getting them to express what they actually think or feel about something with no holds barred is like trying to prise a wood screw out of a block of wood with a claw hammer. It’s probably one of the most infuriating things I’ve experienced about the culture.
