Did you make a backup of the last ROM?

Well if flash works anything like a hard drive its just in the empty space somewhere though I don't know how to pull it out. But thats why you save your phonebook to a text file and put it on a backup site.
You may try apps from the Playstore to recover those contacts. Unfortunately you can't access directly that much of Android directly connecting it to the PC.

Since this is back from the dead, I doubt the phone is in any state to have any information recovered. By now if op used the phone, the data has already been overwritten. But if not, there are plenty of recovery options like Mobikin Doctor.
Also, double check your google account if there are backed up contacts and I believe Samsung also allows you to back up data with them as well (as long as you were signed into your samsung account on the phone)
