Yes, but this does seem likely to happen, as the upcoming polaris 10 & 11 aren't aimed at enthusiast/highend grade GPUs, they focus more on performance per watt and are aimed at mainstream, while Vega 10 & 11 are "said " to compete with the 1000 series cards of Nvidia.

There was a rumor Polaris 10 (490X) will outperform FuryX and 980Ti, meaning it will most likely perform similar or better than 1070... And the rumored price was 50$ less.
Now this is quite the competition for 1000 series...
Vega is the highest end, like Fury is now.
My guess is, 400 series will replace 300 series, like 300 replaced 200.
Vega will be introduced later on like Fury was introduced on a later date.
