Windows scheduler aren't too happy bout many cores.

All flavors of Linux. WIndows 8.1 Professional. Windows 7 Ultimate. All versions of Mac OS X.

Why not get an 8320? 150$ at MIcroCenter.

It is rather how the general OS schedules things (MAC windows and most linux dist do it more or less the same way), some specific server OS have much better support for dual CPUs.

Example: How windows schedules it process.

Windows will try to stack it's process on one core, which is the reason why true-multicoring wont be perfect.
A program would need to be specifically designed for multi-threading to actually use more cores(or use more resources that the single core have).
This means that even so you have skype open, listen to music and having 20+ tabs open it surely would be stacked on the same core. Also that scenario is not heavily-multi-threaded and not even close.(which many believe).
Skype use little to no resources, must of the tabs are idling and music are surely running on a format with little overhead.

 

EDIT: The only situation where Windows does things intelligently is when you start loading several applications and they're all intensive; at that point the distribution starts getting intelligent.
