AMD Firepro W2100 + ESXi 6.7 + Ubuntu Linux = no use of card, receiving init errors/bios rom not loading, need help troubleshooting

I have passed through GPU’s to OS’s through ESXi and Linux kvm. I would really like to get this AMD card passed through but it’s not been simple. I haven’t been able to find any full guides for this specific card.
